School Master List

The School Master List is a comprehensive and dynamic database that aims to capture the most up-to-date, accurate, reliable, and timely data on all schools, both public and private, across various levels of education (from pre-primary through senior secondary levels) in Sierra Leone, providing the Ministry and partners with access to the latest list of schools. This initiative is driven by the Directorate of Planning and Policy within the Ministry of Basic and Senior Secondary Education (MBSSE).

Who are the users of the School Master List?

School Quality Assurance Officers

Regularly visit schools in the course of their regular duties, and when school details change, they must submit data update requests through Kobo Collect. These requests are pushed to the database for District Director approval.

District Directors

They are responsible for reviewing / approving SQAO requests. These data update requests are then pushed to the HQ Data Manager. They login to the dashboard here to view and respond to pending requests.

HQ Data Manager

They have final responsibility for reviewing / approving requests submitted by District Directors. Only when they approve are results updated in the live School Master List. They login to the dashboard here to view and respond to pending requests.

Partners

Partners may request access to the School Master List. After being granted access, they can view and download the official up-to-date list of schools, including gaining access to an API key which enables synchronization of the School Master List with their own data systems in real time.

What data requests can be made by SQAOs to update the School Master List

SQAOs must submit data update requests through Kobo Collect when they see:

  • 1.Change in shift pattern
  • 2.School moved location
  • 3.School closed
  • 4.New school
  • 5.Need to add shift
  • 6.Need to add level
  • 7.Need to change level

School name change is not part of the School Master List. To change a name of a school, please follow the standard procedure of requesting the change with District Director and CEO. The HQ will then update the school’s name in the dashboard.

What data is in the School Master List?

The data contained within the School Master List is:

  • -EMIS code
  • -School name
  • -Region
  • -District
  • -Council
  • -Chiefdom
  • -Ward
  • -Town
  • -Geo location (latitude & longitude)
  • -School level
  • -School status (operation or not operational)
  • -Shift status

The database may be expanded in the future as required.

How can users get access?

District Directors and IT officers have been assigned login details by the HQ Data Manager.

Partners who wish to gain access may file a request through the School Master List Data Request page stating their details and reason for the access request. Access to the list of schools including the API shall be granted to partners including research organizations, internal stakeholders, government agencies, donors, local and international NGOs, and legal entities upon verification by the HQ Data Manager.

These requests play a crucial role in obtaining comprehensive information about schools, aiding in informed decision-making, policy formulation, and targeted interventions in the education sector. Partners may submit a formal request for the desired data. This streamlined approach ensures that authorized entities have access to accurate and the most up-to-date information, fostering collaboration and effective planning for educational initiatives.
